As Hong Kong advances toward a more sustainable energy future, the Feed-in Tariff (FiT) Scheme by CLP Power offers financial incentives for individuals and businesses to generate renewable energy (RE). By installing a solar or wind energy system and connecting it to the grid, participants can sell excess electricity at favorable tariff rates. Here’s a step-by-step guide to the application process.

Step 1: Prepare the Required Documents
Before applying, ensure you have all necessary documents ready to streamline the process:
• A copy of your HKID Card, Passport, or Business Registration Certificate.
• A preliminary layout plan of the RE system, marked on an aerial photograph of the installation site (PDF).
• A single-line electrical diagram and RE system details (PDF).
• A duly completed and signed consent form for electrical installation works (applicable for village houses or high-rise buildings) (PDF).
• A video showing the independent staircase or access route to the RE system and FiT meter (if applicable).
Once you have these documents, you can proceed with the online application, which takes approximately 10 minutes to complete. CLP will only process applications that include all required documents.
Step 2: Submit Your Application
Applications must be submitted online. Under Section 1 of the application form, ensure that the registered customer’s contact information (name, phone number, and email address) is correctly entered, as this will be used for all future FiT-related communications.
If you are missing any RE system documents, consult your contractor or engineering partner before proceeding. CLP will terminate applications that are incomplete beyond the validity period outlined in Section 5.5 of the FiT Scheme Terms and Conditions.
Once submitted, you can track your application status through CLP’s portal.
Step 3: Receive Acknowledgment and Technical Assessment
After submission, CLP will send an Acknowledgement Email confirming receipt of your application. Once eligibility is confirmed, you will receive an Acknowledgment Letter, which specifies your provisional tariff rate and system capacity.
Next, CLP requires a technical assessment of your RE system. You must submit:
• Operation Procedure for the RE System (DOCX).
• Major equipment catalogues (e.g., PV panels and inverters).
CLP will review your submission and notify you of the result. Do not install your RE system until you receive approval. You must submit the Operation Procedure within two months of CLP’s request.
Step 4: Installation and Testing
After receiving approval, you can proceed with installing your RE system. Following installation, additional documentation is required:
• Testing and Commissioning Report (DOCX).
• Standard RE & FiT Telemetry Pre-commissioning Report (for systems over 200 kW) (PDF).
• Signed Work Completion Certificate (WR1).
• FiT Project Cost Form (PDF).
• Proof of Generating Facility Registration issued by EMSD (if applicable under Cap. 406 of the Laws of Hong Kong).
A Registered Electrical Contractor (REC) must conduct the required tests and submit the Testing and Commissioning Report within three months of CLP’s request.
Step 5: Grid Connection
Once CLP approves the test results, they will:
• Witness the onsite testing of your RE system.
• Install a smart meter to measure electricity exported to the grid.
Your REC must be present for the onsite test and meter installation. Once the RE system is successfully connected to the CLP grid, CLP will issue a Completion Letter confirming your system’s approved FiT rate and start date.
You can then monitor your RE system’s energy generation via CLP’s website or the CLP Power Mobile App.
Step 6: Receiving Feed-in Tariff Payments
FiT payments will be made throughout the lifespan of the RE system or until 2033, whichever comes first. Payments are reflected in your Feed-in Tariff bill and will first be used to offset your electricity charges.
If you generate excess credits, you can:
1. Use them toward future electricity bills.
2. Withdraw them once credits exceed HK$150, via:
3. Cheque (issued to the electricity account holder).
4. Bank transfer (available to customers with activated autopay and eBilling, where the bank account matches the electricity account name).
